Ageing Fleets And Growing Safety Deficiencies Behind Rise In Costly PSC Detentions

2 June 2026

Survitec is warning shipowners and operators that port state control (PSC) detentions are becoming an increasingly predictable operational risk for global fleets, driven largely by deficiencies in safety systems, maintenance standards and onboard procedures. Survitec has issued a critical warning to shipowners regarding the rising frequency of port state control (PSC) detentions across global fleets. Driven by ageing tonnage and deteriorating maintenance standards, these costly operational disruptions are increasingly linked to failures in essential safety systems and onboard procedures. As highlighted in their recent white paper, the maritime industry faces a predictable surge in detentions at major hubs like Singapore and Rotterdam, necessitating urgent improvements in technical oversight to avoid significant commercial downtime.

Compliance failures often stem from non-adherence to the International Convention for the Safety of Life at Sea (SOLAS), specifically Chapter III regarding life-saving appliances and Chapter II-1 concerning machinery and electrical installations. Furthermore, deficiencies frequently violate MARPOL Annex I requirements for pollution prevention and the Maritime Labour Convention (MLC) 2006 standards for crew welfare. Classification societies are intensifying scrutiny during annual surveys, meaning that any deviation from these rigorous international regulatory frameworks can trigger immediate detention, placing immense pressure on technical superintendents and fleet management departments to maintain strict adherence.

For chief engineers and second engineers, this trend requires a shift toward proactive maintenance rather than reactive repairs. These officers must ensure that all safety-critical equipment, including fire-fighting systems and emergency generators, undergoes rigorous testing beyond standard checklists. By prioritizing the upkeep of life-saving appliances and maintaining meticulous documentation for PSC inspections, engine room teams can mitigate the risk of vessel detention and ensure the continued operational integrity of their ships in increasingly stringent jurisdictions.
