Operating with AIS disabled directly contradicts the International Convention for the Safety of Life at Sea (SOLAS) Chapter V, Regulation 19, which mandates the continuous use of Automatic Identification Systems for ships engaged on international voyages. Beyond SOLAS, such practices pose severe challenges for classification societies and P&I clubs, as non-compliance can invalidate insurance coverage and breach MARPOL environmental reporting requirements. Compliance departments must recognize that these dark operations invite intense scrutiny from port state control and international maritime security task forces, potentially leading to vessel detention.

Masters and navigating officers must exercise heightened vigilance when transiting the Strait of Hormuz, as the prevalence of dark vessels significantly increases the risk of collision and navigation hazards. Navigating officers are advised to rely heavily on radar and visual lookouts, as AIS data cannot be trusted for situational awareness. It is imperative that bridge teams maintain rigorous watchkeeping standards and report any suspicious, non-emitting targets to regional maritime security centers to ensure safe passage.
