Bunker fuel availability in the Amsterdam-Rotterdam-Antwerp (ARA) hub has tightened significantly as ongoing disruptions in the Strait of Hormuz continue to impact global supply chains. Loading delays and challenges in fuel blending have caused lead times for VLSFO and HSFO to double over the past fortnight. With geopolitical tensions affecting tanker routes, vessels calling at major European ports like Rotterdam face increased operational pressure. Buyers are now urged to secure stems at least 10 days in advance to ensure competitive pricing.

The current supply volatility necessitates strict adherence to MARPOL Annex VI regulations regarding fuel quality and sulfur content compliance. As fuel blending processes face disruptions, the risk of receiving non-compliant bunkers increases, potentially triggering non-conformities during Port State Control inspections. Under SOLAS Chapter II-2, vessels must maintain rigorous fuel management records and ensure that bunker delivery notes are verified for accuracy. Compliance departments must prioritize vetting fuel suppliers to mitigate the risk of engine damage or regulatory penalties arising from substandard or contaminated fuel batches.

Chief engineers and second engineers must proactively adjust their fuel procurement strategies to account for these extended lead times. It is critical to monitor bunker consumption rates closely and communicate potential delays to the bridge team immediately. By planning bunkering operations well in advance, engine room departments can avoid the operational risks associated with last-minute fuel procurement in a volatile market, ensuring that the vessel remains fully compliant with voyage schedules and charter party requirements.
