While major recycling hubs like Alang struggle with reduced tonnage, owners of aging bulk carriers and tankers are delaying scrapping decisions, waiting for more favorable steel prices to stabilize the current volatile trading environment.
Ship recycling operations must strictly adhere to the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, which mandates rigorous standards for hazardous material management. Compliance departments must ensure that the Inventory of Hazardous Materials (IHM) is meticulously maintained in accordance with MARPOL Annex I and SOLAS Chapter V requirements. Failure to provide accurate documentation regarding asbestos, PCBs, and ozone-depleting substances can lead to severe detention risks and legal liabilities for shipowners during the final decommissioning phase at approved recycling facilities.
Chief engineers and second engineers must prioritize the accurate updating of the IHM and the removal of all shipboard hazardous waste before a vessel reaches the scrap yard. These engine room officers are responsible for ensuring that all machinery is properly drained of lubricants and fuel oils to comply with environmental safety protocols.
