The Indian government is finalizing a strategic policy for coal gasification-based urea manufacturing, expected to be operational within a month to bolster national self-reliance. By reducing the heavy reliance on imported natural gas, this initiative aims to optimize domestic industrial output and conserve foreign exchange. For the maritime sector, this shift will likely alter bulk carrier trade patterns, impacting vessels frequently calling at major coal-handling ports like Paradip, Dhamra, and Gangavaram, as the demand for raw material transport increases significantly.
From a regulatory perspective, the increased movement of coal and gasification byproducts must strictly adhere to the International Maritime Solid Bulk Cargoes (IMSBC) Code, specifically regarding the carriage of Group A and B cargoes. Compliance departments must ensure that vessels, particularly those classified by the Indian Register of Shipping (IRS) or DNV, maintain rigorous adherence to MARPOL Annex V regarding cargo residues. Furthermore, adherence to SOLAS Chapter VI is critical for the safe loading, stowage, and securing of these bulk commodities to prevent stability issues during transit.
Chief engineers and second engineers must prepare for potential changes in fuel bunkering logistics and cargo handling procedures associated with coal-derived urea shipments. These rank groups should prioritize updated training on cargo-specific safety data sheets and ventilation requirements for bulk carriers. Understanding the chemical properties of these new domestic products is essential for maintaining vessel safety standards and ensuring efficient port turnarounds during loading operations at major Indian terminals.
