Union Ministers review port congestion issues with EXIM stakeholders

25 May 2026

In a decisive move to sustain Ease of Doing Business (EoDB) and ensure uninterrupted trade operations amid emerging supply chain interruptions owing to trailer driver shortage issues at CFS, the Government of India has initiated a coordinated “Whole of Government” response to address concerns raised

The Government of India has launched a high-level intervention to resolve severe port congestion caused by a critical shortage of trailer drivers at Container Freight Stations (CFS). This initiative aims to uphold Ease of Doing Business (EoDB) standards and prevent supply chain bottlenecks affecting major hubs like JNPT and Mundra Port. By coordinating a whole-of-government response, authorities are addressing logistical delays that threaten the turnaround times of vessels such as the MSC Daniela and Maersk Essen, ensuring uninterrupted maritime trade flows.

Operational efficiency at these terminals is strictly governed by the ISPS Code, which mandates secure and fluid port-to-gate transitions to maintain vessel security and cargo integrity. Furthermore, compliance with the FAL Convention (Convention on Facilitation of International Maritime Traffic) is essential to minimize bureaucratic delays during vessel clearance. For compliance departments, these congestion issues represent a significant risk to charter party agreements and demurrage calculations, necessitating rigorous adherence to terminal operational protocols and efficient documentation processes to avoid costly regulatory scrutiny or port state control interventions.

For masters and navigating officers, these logistical disruptions mean increased pressure to manage vessel berthing schedules and cargo operations under tight turnaround windows. These professionals must maintain precise communication with port authorities and local agents to mitigate the impact of landside delays. Navigating officers should prioritize real-time updates on port congestion status to optimize fuel consumption and avoid unnecessary anchorage, ensuring that vessel operations remain compliant with both safety standards and commercial delivery requirements.
