Italian energy major Eni, in partnership with Petroci and Vitol, has officially sanctioned the final investment decision for the Baleine Phase 3 project offshore the Ivory Coast. This ambitious $4bn development aims to significantly scale operations, boosting oil production from 60,000 to 150,000 barrels per day and gas output to 200mmcf per day. The project relies on advanced floating production storage and offloading (FPSO) units, which are critical for maintaining the complex maritime logistics required in West African deepwater fields.

The expansion of the Baleine field necessitates strict adherence to international maritime safety and environmental standards, particularly those outlined in MARPOL Annex VI regarding air pollution and emissions control. Furthermore, operations must comply with SOLAS Chapter IX, the International Safety Management (ISM) Code, to ensure the safe operation of the FPSO units involved. Classification societies, such as RINA or Bureau Veritas, will play a vital role in verifying that these offshore assets meet structural integrity and safety requirements, ensuring full regulatory compliance for ongoing production activities.

This surge in production capacity will directly impact the daily responsibilities of chief engineers and second engineers operating on support vessels and tankers servicing the field. These officers must prepare for increased cargo transfer operations and more rigorous maintenance schedules for onboard pumping systems. Staying updated on the latest offshore safety protocols and terminal transfer procedures is essential for maintaining operational efficiency and ensuring the highest standards of safety during the increased frequency of ship-to-ship transfers.
