Platts, part of S&P Global Energy, proposes to include the vessel Rising Sun 1 as an additional loading point in its Singapore Market on Close assessment process for cargo and ex-wharf bunkers for marine fuel 0.5% and 380 CST HSFO from June 17, 2026. Rising Sun 1 (IMO 9295024) is operated by Souther
Platts, a division of S&P Global Energy, has officially announced the inclusion of the Rising Sun 1 (IMO 9295024) as a designated loading point within the Singapore Market on Close (MOC) assessment process. Commencing June 17, 2026, this strategic update covers both cargo and ex-wharf bunkers for marine fuel 0.5% and 380 CST HSFO. Operated by Souther, the vessel will now serve as a critical node for price discovery in the world’s busiest bunkering hub, impacting regional fuel supply chains.
This operational adjustment aligns with the stringent requirements of MARPOL Annex VI, which mandates strict sulfur content limits for marine fuels to minimize air pollution. Compliance departments must ensure that all fuel transfers involving the Rising Sun 1 adhere to the latest bunker delivery note (BDN) protocols and sampling procedures as outlined in SOLAS Chapter VI, Regulation 18. Maintaining rigorous documentation is essential for port state control inspections, as any discrepancy in fuel quality or documentation could lead to significant detention risks and non-compliance penalties.
For masters and navigating officers, this change necessitates updated voyage planning and bunker procurement strategies when operating in Singapore waters. These officers must verify that the vessel's fuel management systems are synchronized with the new MOC loading point data. Furthermore, navigating officers should monitor updated bunker barge schedules and port clearance procedures to ensure seamless cargo operations, as the inclusion of Rising Sun 1 may influence local traffic patterns and bunkering logistics for vessels calling at the port.
