A Further Refinement of Net Zero Framework Could be Underway

31 May 2026

The process to implement the Net Zero Framework, could be faced with more hurdles along the way, with time still needed to overcome them. The International Maritime Organization recently concluded its 84th Marine Environmental Protection Committee meeting, signaling that the implementation of the Net Zero Framework faces significant hurdles. Shipbroker Gibson highlighted in its latest weekly report that the path toward industry-wide decarbonization remains complex, requiring additional time for global consensus. As the maritime sector navigates these regulatory shifts, vessel operators must monitor how these evolving frameworks will influence future fuel standards and operational efficiency requirements for the global merchant fleet moving forward.

The regulatory landscape is primarily governed by MARPOL Annex VI, which mandates strict limits on sulfur oxide and nitrogen oxide emissions to curb environmental impact. Compliance departments must align vessel operations with the IMO’s Greenhouse Gas Strategy, which integrates closely with existing safety protocols under SOLAS Chapter II-1 regarding machinery and electrical installations. Failure to adapt to these tightening requirements risks non-compliance penalties and operational downtime. Classification societies are increasingly scrutinizing energy efficiency design indices, forcing technical teams to prioritize fuel-efficient technologies and alternative propulsion systems to meet international environmental benchmarks.

Chief engineers and second engineers are most affected by these technical transitions, as they must manage new fuel systems and emission monitoring equipment. These officers need to prioritize training on low-carbon fuel handling and advanced energy management software. Staying updated on the latest IMO circulars is essential for ensuring that engine room operations remain compliant with evolving environmental standards while maintaining peak vessel performance during long-haul voyages.
