INTERCARGO Releases First Dedicated STS Standard For Dry Bulk Transfers

STS transfers allow cargo operations in locations where ports cannot accommodate the vessel size, required draft or cargo volumes.
INTERCARGO has officially launched the first dedicated Ship-to-Ship (STS) transfer standard specifically tailored for the dry bulk sector. This initiative addresses the growing reliance on STS operations in locations where port infrastructure, draft limitations, or cargo volumes prevent direct berthing. By establishing standardized procedures, INTERCARGO aims to mitigate the inherent risks associated with mid-stream cargo transfers, ensuring that bulk carriers maintain safety protocols equivalent to those found in traditional port environments during complex ship-to-ship maneuvers.
The new standard aligns with the broader regulatory framework established by the International Maritime Organization (IMO), particularly referencing the guidelines set out in the STS Transfer Guide for Chemicals and Oil. While dry bulk has historically lacked a unified global code, this standard bridges the gap by incorporating principles from SOLAS Chapter V, Regulation 33, regarding distress and safety, and MARPOL Annex I requirements for pollution prevention. Compliance departments must now integrate these INTERCARGO guidelines into their Safety Management Systems (SMS) to ensure that vessel operations meet international vetting standards and classification society requirements for mid-stream transfers.
Masters and navigating officers bear the primary responsibility for the safe execution of these STS operations. These professionals must now undergo updated training to align with the new INTERCARGO standards, focusing on mooring configurations, fender management, and emergency breakaway procedures. Navigating officers are required to review the new documentation thoroughly and ensure that all bridge checklists are updated to reflect these specific safety benchmarks before commencing any dry bulk transfer operations at sea or in sheltered anchorages.
