Alert to shippers, with cargo theft threat ‘high, and on the rise’

19 May 2026

Despite a year-on-year decline in overall US cargo theft – for the first time since 2021 – supply chain security specialists are warning that organised criminal groups are becoming more sophisticated, with fraud-based schemes and high-value targeting continuing to drive risk higher. Overhaul’s Q1 26

Cargo theft remains a critical concern for the global maritime industry, as recent data from Overhaul indicates that organized criminal groups are increasingly utilizing sophisticated fraud-based schemes. Despite a slight year-on-year decline in US-based incidents, the threat level for high-value shipments continues to rise, impacting major logistics hubs like the Port of Los Angeles and Port of Savannah. Maritime security specialists warn that these syndicates are evolving, requiring heightened vigilance from vessel operators and port authorities throughout 2024.

Operational security must align with the International Ship and Port Facility Security (ISPS) Code, specifically Part A, which mandates rigorous access control and cargo monitoring protocols. Compliance departments must ensure that the Ship Security Plan (SSP) is strictly enforced to mitigate risks associated with unauthorized cargo access. Furthermore, adherence to SOLAS Chapter XI-2 is essential for maintaining vessel integrity against organized crime. Failure to implement these stringent security measures not only jeopardizes valuable freight but also exposes shipping companies to significant regulatory penalties and insurance liabilities.

Masters and deck officers must remain hyper-vigilant during port calls and cargo operations to prevent unauthorized access to manifests and high-value containers. It is essential for these officers to conduct thorough pre-departure security sweeps and verify all seal integrity against the provided shipping documentation. By maintaining strict control over restricted areas and reporting suspicious activity immediately to the Company Security Officer, navigating officers can effectively neutralize emerging threats posed by sophisticated criminal syndicates targeting global supply chains.
