US Imposes Fresh Sanctions on Iranian Exchange House, Shadow Fleet Vessels

19 May 2026

The Trump administration on Tuesday imposed sanctions on an Iranian foreign currency exchange house and what it said were front companies overseeing transactions on behalf of Iranian banks as the U.S. maintains pressure on Tehran.

The United States Treasury Department has escalated pressure on Tehran by imposing fresh sanctions on an Iranian foreign currency exchange house and a network of shadow fleet vessels acting as front companies. These entities are accused of facilitating illicit financial transactions for Iranian banks, circumventing international restrictions. By targeting specific vessels and financial conduits, the U.S. aims to disrupt the maritime logistics chain that supports Iranian operations, significantly increasing the scrutiny on ships operating within high-risk jurisdictions and trade routes.

These sanctions carry severe implications for maritime compliance, specifically regarding the International Ship and Port Facility Security (ISPS) Code and the ISM Code. Compliance departments must now conduct rigorous due diligence under the guidance of the IMO’s Maritime Safety Committee to ensure vessels avoid prohibited financial interactions. Failure to adhere to these international regulations can lead to the blacklisting of ships, loss of P&I insurance coverage, and severe violations of MARPOL and SOLAS safety management systems, potentially resulting in the detention of vessels at international ports.

Masters and navigating officers must exercise extreme vigilance when verifying the beneficial ownership and financial history of vessels encountered during voyages. These professionals should perform thorough checks via AIS tracking and sanctions screening software to avoid inadvertent engagement with blacklisted entities. It is essential for bridge teams to maintain updated records and report any suspicious cargo transfers or financial requests to their designated company security officer to ensure full legal compliance and vessel safety.
