India Requires 215 MMLPs to Achieve 45% Rail Freight Target by 2047
31 May 2026
India will need around 215 large multimodal logistics parks (MMLPs) by 2047 to support the sharp increase in rail-based cargo movement needed to meet the government’s target of increasing railways’ share in freight transport from 27.4 per cent at present to 45 per cent by 2047, according to a report
India aims to transform its logistics landscape by developing 215 Multimodal Logistics Parks (MMLPs) by 2047 to boost rail freight share from 27.4% to 45%. This infrastructure expansion is critical for ports like JNPT, Mundra, and Chennai, which handle high volumes of containerized cargo. By integrating rail networks with major maritime gateways, the government seeks to reduce logistics costs and improve turnaround times for vessels calling at Indian ports, ultimately enhancing the efficiency of the national maritime supply chain.
The operational integration of MMLPs must align with the IMO’s FAL Convention, which facilitates maritime traffic by simplifying documentation and port clearance procedures. Furthermore, compliance with the ISPS Code remains essential as these logistics hubs become extensions of port facility security zones. For shipping companies and classification societies like IRS or DNV, ensuring seamless data exchange between port authorities and rail operators is vital for maintaining MARPOL Annex VI emission standards, as efficient inland transit reduces vessel idling time at anchorage.
Navigating officers and masters must prepare for increased port throughput and tighter scheduling requirements as these MMLPs become operational. These officers need to prioritize precise berth arrival planning and efficient cargo handling coordination to match the accelerated rail-linked logistics flow. Staying updated on port-specific digital integration protocols will be essential for managing vessel turnaround times effectively within this modernized, high-speed multimodal transport network across India’s major coastal gateways.
