Why are OSV orders so low?

20 May 2026

In the summer of 2008, with oil above $100 a barrel and the offshore sector ordering at its most aggressive in a generation, OSV values reached their highest recorded levels. A 10YO AHTS Very Large was worth close to VV USD 50 mil, and a PSV Large was fetching similar numbers. Vessels of all ages ..

The offshore support vessel (OSV) market remains in a prolonged slump compared to the 2008 peak, when AHTS Very Large and PSV Large units commanded values near USD 50 million. Despite oil prices fluctuating significantly since that era, new orders for specialized offshore tonnage remain historically low. Market analysts observe that the legacy of aggressive over-ordering during the mid-2000s continues to suppress current investment, as owners prioritize fleet rationalization over expansion in major offshore hubs like Mumbai or Singapore.

Operational compliance remains a critical hurdle for aging OSV fleets under current IMO mandates. Vessels must strictly adhere to MARPOL Annex VI regarding sulfur emission limits and the International Convention for the Control and Management of Ships' Ballast Water and Sediments. Furthermore, SOLAS Chapter XI-1 requirements for enhanced surveys and MLC 2006 standards for crew accommodation place significant financial pressure on operators. Classification societies now enforce rigorous structural integrity checks, forcing owners to weigh the high costs of retrofitting against the limited market demand for older tonnage.

This stagnation directly impacts the career progression of navigating officers and masters seeking stable offshore contracts. With fewer newbuilds entering the market, these professionals must prioritize gaining experience on specialized DP-equipped vessels to remain competitive. Navigating officers should focus on obtaining advanced dynamic positioning certifications and maintaining strict compliance with safety management systems, as operators increasingly favor highly skilled personnel capable of managing complex, aging assets in a challenging and cost-sensitive global offshore environment.
